Parameters
- value  String
- Input string to process.
- startChar  Char
- The character desired at string start.
- removeRepeatingChar  Boolean
- Set to true to ensure one and only one instance of startChar.
Return Value
StringThe sent string with character at the start.
Usage Note
In Visual Basic and C#, you can call this method as an instance method on any object of type 
String. When you use instance method syntax to call this method, omit the first parameter. For more information, see
